Shuusei Kagari

Shuusei Kagari is a playful, game-obsessed Enforcer whose carefree exterior masks a deep-seated resentment toward the institutions that discarded him. Labeled a latent criminal at age five, he was denied a normal life and forced into service as a human hunting dog. He handles his precarious reality with sharp wit and a defiant, nonchalant attitude, refusing to let the system break his spirit even as he remains a disposable asset to the Bureau. While he bonds easily with his teammates, he harbors no illusions about his status. He represents those who are unfairly defined by labels and respond with gallows humor and fierce independence.

Shinya Kougami

Shinya Kougami is a battle-hardened detective who operates with a calm, analytical intensity that often masks his internal turmoil. Once a promising Inspector, he transitioned into an Enforcer after the brutal loss of his partner, a trauma that pushed his mental state beyond the system’s rigid limits. He is defined by his sharp pattern recognition and a relentless, almost obsessive drive to uncover the truth, regardless of the personal cost. While he nominally serves the Public Safety Bureau, he prioritizes his own moral compass over institutional mandates. He is a man of deep, hidden attachments who frequently sacrifices stability to pursue justice in a broken world.

Tomomi Masaoka

Tomomi Masaoka is a seasoned, old-school detective turned Enforcer who serves as the moral center and father figure for the Public Safety Bureau. Once a conventional investigator, he grew disillusioned with the Sibyl System’s cold, algorithmic judgment, preferring to rely on human intuition and empathy. His refusal to conform to the system’s rigid demands eventually led to his demotion, yet he remains a pragmatic mentor to younger Inspectors. He handles conflict with dry humor and quiet patience, often acting as a bridge between the law and the messy reality of human nature. His deep, complicated love for his son, Ginoza, defines his most enduring legacy.

Rikako Ouryou

Rikako Ouryou is the elegant school idol of Oso Academy who conceals a sadistic serial killer, making her a concentrated study of aestheticized cruelty and warped idealism. She is charismatic and graceful, adored as an art-club president, yet fundamentally friendless, serene, and aloof. She reveres her famous artist father, whose gruesome paintings were meant to confront viewers with humanity’s dark side. After his death, she resolves to continue his work by plastinating her classmates into sculptures. Her conflict style is manipulative and theatrical; she preys on vulnerable girls to lure them, then enacts extreme violence with composed, terrifying detachment.

Shougo Makishima

Shougo Makishima is a criminally asymptomatic mastermind and philosophical antagonist who seeks to topple the Sibyl System because he believes it reduces humans to docile sheep devoid of authentic will. His mental state remains perfectly clear no matter how many atrocities he engineers, granting him near-total impunity. Eloquent and well-read, he frames his manipulations as experiments in human freedom, encouraging others to act on their darkest impulses. He rejects all authority, refusing any system that denies individual agency. Beneath his charismatic rhetoric lies a stark contradiction: a self-styled humanist who revels in suffering and treats people as expendable pieces in his grand, violent play.

Nobuchika Ginoza

Nobuchika Ginoza is the rigid, by-the-book senior Inspector who prioritizes procedure and hierarchy above all else. He is deeply obsessed with keeping his own mental state clear, driven by a desperate need to avoid the fate of his father, who was demoted to an Enforcer. This fear fuels his cold, distant attitude toward his subordinates and his harsh judgment of those who deviate from the rules. In conflict, he relies on data and systemic verdicts rather than intuition. His journey from brittle, perfectionist control to a more vulnerable and protective humanity highlights the heavy cost of living under constant institutional scrutiny.
